										<content:encoded><![CDATA[<p>Students with emotional and behavioral disabilities are placed in behavior management and therapeutic programs to remediate a wide range of social/emotional deficits. If we were to create an arbitrary scale of functioning that places the typical child with typical social/emotional functioning at the “zero” point, representing “no deficits in need of treatment”, then children placed in behavior management and therapeutic programs would score on the negative side of zero, at -5 on a -5 to +5 scale (on the extreme end of poor functioning, many needs and deficits)&#8230;</p>
